AICC referees in Itanagar to overseeCongress versus Congress circus

ITANAGAR, Oct 23: A three member All India Congress Committee observers came calling to Itanagar as the ruling party in the state, continues to indulge in power struggle, much to the annoyance of the citizens of the state since the death of Late Chief Minister Dorjee Khandu.  

Appointed by the AICC chief Sonia Gandhi to resolve the political impasse prevailing in the State for past four months, the three-member AICC  team comprising of Union Minister of Power Shushil Kumar Shinde, former Union minister and sitting MP from Assam B K Handique, and CWC member and in-charge of Arunachal Pradesh Dr Col Dhani Ram Shandil, today had personal interaction with all the Congress MLAs.

The team left for Delhi soon after the specially convened Congress Legislature Party meeting was over.

The three member team refused to say anything on the outcome of the meeting and is expected to submit the report to the Congress Chief. An announcement on the outcome is expected any time soon but the way Congress functions, it is unlikely that they would straight away give a verdict.  

Shinde while talking to the waiting media said that “despite differences in opinion, the Congress, always work together.”

“Since the UPA government pumped in crores of central funds, my message to them is that they should work together for the welfare of people of the State”, he said.

Following the October 11 violence in the state capital, the AICC president met Chief Minister Jarbom Gamlin and APCC President Nabam Tuki, who has been the leading a dissident Congress group camping in Delhi for past few months along with a group of MLAs demanding change of leadership in the state.

 

BJP rubbishes Cong statement

ITANAGAR, Oct 23: The Bharatiya Janata Party Arunachal Pradesh rubbishes and repudiates the statement of APCC against BJP including its senior leader L K Advani as misleading, fabricated.

Reacting the recent Jan Chetna rally of the BJP at Naharlagun, APCC  and  MP Takam Sanjoy alleged  that Advani had made false promise when he was the Dy. Prime Minister. They said Advani had failed to fulfill its commitment made before the public as deputy PM and his 500 bedded hospital project did never took off.

“The Congress can not play its cheap politics over the lapsed 500 bedded referral hospital issue just with their cheap allegations of assurances by Advani in November, 2003 during his visit to the state as deputy PM. The fact remains that Advani alone can not be blamed, the successive state Congress governments and political instability caused in the state because by the ruling Congress cannot also escape from their responsibilities, the BJP said in a release today.

The proposed 500 bedded hospital project could not take its shape and remains still a distant dream,   due to lack of initiatives by the successive Congress government as revealed in several reports of the Controller and Auditor General (CAG) from time to time on the project, the BJP said.   However an amount of Rs. 5.62 Crore was released to the state government for the project by the NDA Govt., the BJP said  and termed the allegation of APCC that NDA Govt. did not release a single penny to the state govt. as misleading and unfounded to befool the people of the state to escape from the fact of the matter which is unfortunate.

Regarding the Greenfield Airport at Banderdewa, BJP said, the ruling Congress should feel ashamed of their hollowed allegations on the veteran BJP leader which reflects their attitude and credentials. They have forgotten that it was the then NDA government which coined the precious project, but the foundation stone was laid down by the then Union Home Minister, Shivraj Patil several years ago during the UPA-I not by Advani.

The BJP said Advani’s Jan Chetna Yatra was very much relevant to the people of Arunachal Pradesh who are in panic situations due to political instability, corruptions, soaring prices of essential commodities, insecurity and uncertainties and violence. The visit of Advani to the state capital has boosted the morale and has brought succor to the citizens in the present situation, the party said.

Meanwhile,  BJP said  it is unfortunate that the local district administration has banned the Deepawali crackers which will dampen the spirit of festivity. The state BJP appeals the local administration to reconsider their decision of complete banning for crackers sale on the eve of the ‘Festival of Lights over the darkness’. With proper security alerted in the various residential colonies and sectors, people may be allowed to celebrate  the festival with crackers, the party said.

 

PDS items yet to reach Kurung Kumey

ITANAGAR, Oct 23: Due to non-availability of PDS items in designated base depot FCI, FSD Ziro since August this year, the Kurung Kumey District PDS Wholesales Nominees-cum-Carriage contractor could not draw the allotted quota of items for Kurung Kumey.

The department fear that the monthly allotted quota of PDS food grains for the month of October 2011 too will lapse as the FCI authority is not making any arrangement to move PDS items to FCI Ziro.

According to official sources, during September as well, the FCI authority could not move any PDS item to Ziro base depot due to a court order forcing the District administration to requisition truck from public to transport PDS rice from FCI, FSD Banderdewa to FCI Ziro on behalf of FCI. Though the items reached the designated FPS of Kurung Kumey District but the carriage rate fixed by FCI authority was lower than the expenditure incurred causing loses to the carriage contractor.  

According to a report, the Guwahati High Court Itanagar Permanent Bench passed a stay order against operation of NIT dated 12/8/2011 for which movement of PDS food grains has been withheld for FCI, FSD Ziro, which is the designated base depot of Kurung Kumey and Lower Subansiri District.

Officials say that because of the order people of the district is suffering and alternative arrangement need to be made.

The public and government staffs of Kurung kumey district are dependent on PDS rice due to non-availability of open market and poor agriculture production.

The District administration is trying its best to provide PDS rice to affected people, said District Food and Civil Supply officer Nabam Tagum. He also appealed the people of the area to cooperate with the administration while adding that the report of non-availability of PDS items at FCI Ziro has been intimated to concerned higher authority.

 

Dam affected people rejects land owners claims

ITANAGAR, Oct 23: The Dam Affected Peoples Forum of Sirit-Siyom Banggo has rejected the demand of the Land Owners Union (LOU) for re-fixation of Public Hearing regarding Lower Siang Hydro Electric Project over River Siang.

The DAPFSSB said that the LOU have been formed with two or three people with vested interest and their demands to the State Government to re-fix the next date of Public Hearing for Lower Siang Hydro Electric Project are unacceptable by the Various Banggos of three Siang Districts.

If at all these Land Owner Union really wants to become millionaires overnight, then they should take all the upstream and down streams dam affected peoples into confidence by organizing a meeting through a proper forum at all  Banggos and also at Assam with the Anti- Dam Unions, organizations and activists, it said.

During the general meeting at Pessing, under Jomlo-Mobuk Circle, recently a Kebang had unanimously resolved to dissolve all the self -formed Pro-Dam Organization and Unions. It urged the land owner union, if really exist to give a serious thought on the issue in the interest of whole Adi Community.

 

Fishes from Namdapha park on sale

MIAO Oct 23: Fishes of different species weighing up to 35-40 kgs was sold out today at Miao Township.

It’s a normal for fishes to be sold out but helpless aquatic creatures were fished from Noa-Dehing River in Namdapha National Park and brought for sale without any fear of action by Chakmas of M’Pen area.

Field Director-cum-Conservator of Forest Namdapha Tiger Project recruited 19 local boys as Tiger Protection Force/ Special Task Force but they are sitting idle while fishes and other animals are being openly killed. The local administration in the past through widely circulated executive order banned these activities but despite that the crime is continuing unabated.

Namdapha Tiger Project authority was advised in the past to put the Tiger Protection Force on duty in the entry points and the township to check sale of fishes and other animal flesh but till date nothing has been done.

The Singpho Development Society, Federation of Singpho Youths and Miao Mothers Association has again raised concern and have appealed the local administration and Namdapha office to take stringent steps to make sure that the area is freed from such inhuman activities.

 

DC calls for timely completion of projects

ANINI, Oct 23: Dibang Valley DC Abu Tayeng has called  for completion of all the projects within the stipulated time in the district.

While on an inspection of various government building sites in the vicinity of district headquarters along with DD (DUDA), DPO Willia Chautang, AE (PWD), BDO, JE (PWD), DC expressed his dissatisfaction on progress of work at JNV School construction and came down heavily on the Executing Department and the concerned contractor. DC instructed the Executing Deptt. for strict supervision to ensure  speedy  progress in work and also ordered for  submission of  weekly progress report to his office.

Approach road to JNV School was also inspected by the DC and the team of officers.

In the same day, DC also inspected New DC office construction site.  DC figuring out few alteration and improvement in the interior designs of the building instructed Executing Department and the contractors for maintaining quality work and ensuring timely completion. (DIPRO)

 

Financial literacy camp

ITANAGAR, Oct 23: SBI’s lead bank office, Itanagar organized a financial literacy camp at Sher (Hawa Camp) village of Papumpare district on Oct 22. The camp was presided and inaugurated by Liken Koyu,  BDO , Kimin .

S.S.Deb, Chief Manager, SBI-Lead Bank, requested all the public to be part of financial inclusion process. He requested all the banks to come forward to bring the entire village within the banking net.

P.Paul, Branch Manager, A.P.Rural Bank, Kimin , explained the importance of  financial inclusion of the people so far not accommodated by banks. He also explained the importance of having an account with a bank .

U.Bagh, AGM, NABARD said many of the villagers are still without any bank account and urged upon all to open accounts. He highlighted the various credit facilities that one can avail through Self Help Group and Farmers club.

Dr T.Taram, V.O. said Kimin has potential in poultry / Orange & Pine apple cultivation and as such NABARD should come up with some schemes so that villagers are benefited by availing bank loans.

Tana Yekhi, GPM Chairperson urged the banks to co-operate in financing SHGs.

Liken Koyu , BDO said SGSY Scheme will be replaced by NRLM and subsidy will be directly credited to beneficiaries account , for which bank account is must.  He requested the Bankers to see that people do not face problems while opening accounts and availing loans etc.

 

Orgs opposes CM resignation demand

ITANAGAR, Oct 23: United Nyishi Youth Federation (UNYF) and Arunachal Pradesh Intellectual Youth Federation (APIYF) opposed the demand for resignation of Chief Minister by All Nyishi Youth Association (ANYA) and All Nyishi Youth Organisation (ANYO) and termed it as illogical.

In a release today, UNYF said the Chief Minister stands for the interest of the tribe and people of state of Arunchal Pradesh and is rendering his service for all round development in the state. The  commendable job of the present CM, who brought a package of Rs. 3,200 Crores (Aprox) for all round development in the state within very short period of time despite having internal tug of war within Congress party, is appreciated, he said.

Blaming the APCC president for present state political scenario, the UNYF said “the present purported political crisis is not because of present Chief Minister, but it is solely because of present APCC president, who is deliberately disintegrating and creating disharmony within the Congress party for his vested interest.”

Regarding law and order situation in the Capital Complex, the Federation asked  “Should Chief Minister be held responsible for Sept 2 incident wherein an advocate Taba Tagum was merciless assaulted?  How far is it lawful to storm into some one's house in the night and attempt to kill for being counsel in the case?, it further  questioned.

The ugly incident that occurred on 11th October resulting the death of Late Heri Tai is because of illegal bandh call organized by little known Organization called Arunachal Pradesh indigenous tribes Union (APITU). Therefore, president and general secretary of APITU should be held responsible for such ugly incident, said both UNYF and APIYF in separate press releases.

Expressing resentment over the demand for resignation of Chief Minister ‘without valid ground’ the APIYF said the Chief Minister should not be dictated by individual of the society to run the government.

APIYF said “it is not wise to hold  the present chief minister responsible for alleged law and order problems in state capital. In fact, it is the crooked politician within the Congress party of the state who are actually creating unnecessary problem in the state with vested interest for the coveted post of chief minister.”  

 

AKA condoles death of senior Karate instructor

ITANAGAR, Oct 23: Arunachal Karate Do Association (AKA) has condoled the death of Karate instructor Sensei Stephen Leong, who breathed his last today at Shillong, Meghalaya after a prolonged illness.

Leong was the senior-most Karate Instructor of All India Karate Federation (AIKF).

In his death, the North East has lost a great Karate Master, said AKA president Sensei Likha Tara.

Tara, on behalf of AKA, conveyed deep sense of condolence to the bereaved family and prayed for eternal peace of the departed soul.

 

Silver Jubilee

ITANAGAR, Oct 23: Town Baptist Church, Itanagar is celebrating its Silver Jubilee from Nov 4 to 6. Rev. (Dr) Atul Aghamkar, President, Evangelical Fellowship of India and Rev Hali Likha Ama, general secretary of the Nyishi Baptist Church Council will deliver the word of God on the occasion. Reacting to a news item published on October 23 issue of this daily that the tournament has been organized without approval of AAPCA and USDCA is not affiliated to AAPCA, the Upper Subansiri Chess Association said with documentary evidences that it is properly affiliated to AAPCA and the tournament has been organised with due approval of the state body.

It termed the news item as baseless, unfounded and attempt to sabotage the proposed championship.

ANSU reacts to ANVYF demand

ITANAGAR, Oct 23: All Nyishi Students’ Union (ANSU) denounced the demand of the All Nyishi Volunteer Youth Federation  (ANVYF) for  arrest of Nyishi Elite Society (NES) president Bengia Tolum as baseless. It has carried no meaning since it is politically motivated to tarnish the image of NES president, the ANSU said.

Reacting to a complaint made to HM by ANVYF as published in local dailies on Oct 22, the ANSU also termed the Federation as self-styled organization formed at the behest of some politicians of the state. NES and ANSU have been fighting against injustice done by defaming the community in the Times of India and Deccan Chronicle publications on 4th and 5th May issue of 2011. Is there any law to arrest a person for seeking justice for own community? ANSU questioned.

The union further said the Oct 11 bandh call was announced by Arunachal Pradesh Indigenous Tribes Union (APITU) and therefore, arrest and resignation of Tolum does not arise.

It requested all organizations of Arunachal Pradesh to study the fact before raising such demand against any secretary and president of a particular organization.

 

Catch up campaign phase-2

ITANAGAR, Oct 23: Training of Vaccinators and Supervisor of Health Department personnel from Naharlagun,   Itanagar, Banderdewa, Karsingsa and Nirjuly block was held on Oct 21 at Arunachal State Hospital,Naharlagun for upcoming Measles Catch Up Campaign Phase-2 which is going to be implemented in the last part of November'2011 in Papum Pare District and Capital Complex.

Altogether there were 75 staffs of all categories and they were imparted training in regards to Concepts and steps of micro planning, strategic &operational plans, special planning issue for schools, Injection Safety and waste disposal, AEFI reporting and Management,Monitoring and Supervision SIA, Recording and Reporting and Lessons learned from phase-I  MCUP Campaign (East Siang District) Arunachal Pradesh.

Schools falling under Baderdewa to Chimpu areas were requested to submit beneficiary list of children between age group of   9months to below 10 years before 1st week of Nov.

 

DPVB shines at all India meet

ITANAGAR, Oct 23: Donyi Polo Vidya Bhawan students have secured the third place at all India level interschool cultural competition organised by Indian Public Schools Conference at M.G.D. Girls Higher Secondary School, Jaipur.  

Fourteen girls of D.P.V.B presented an Adi Dance which bagged the third position in the competition where member schools from all over India participated.  

Principal, D.P.V.B. said the students have not only made the school but Arunachal proud.  

 

ASM rejects resolutions

ITANAGAR, Oct 23: The ASM chairperson of Jomlo Mobuk has termed the  resolutions adopted in the meeting held on Lower Siang Hydro Electric Project at Pessing on Oct 14 and 15 as immature, irrelevant without any convincing approach.

Informing that there was huge participation in the meeting including local land owners, village elders, panchayat and public leaders, NGO representatives and some people from Assam, ASM chairperson Tagom Tabi in a release today, however,  said ‘very surprisingly, no land owners, panchayat leaders, no village GBs, and public leaders were allowed to participate in the deliberation despite repeated pleas to give a chance.”

He further said that the sitting Rumgong MLA, who was elected in 2009 was condemned as culprit for signing the MoU on dam whereas the memorandum of agreement on Lower Siang Hydro Electric Project was signed between state Govt and Jay Prakash Associates on Feb 22, 2006.

 

SSC lift BASCDA Soccer Cup

ITANAGAR, Oct 23: Soi Soccer Club (SSC) won the Basar Area Sports and Cultural Development Association (BASCDA) Soccer Cup defeating Tomi Polytechnic College (TPC) in the final at Basar Todak stadium, Basar, West Siang on October 19 last.

The winning team walked away with cash prize of Rs.50,000 along with the Cup.

Tonya Basar of Soi Soccer Club (SSC) became the highest scorer (10 goal) while Momar Basar of SSC and Geli Padu of TPC were adjudged the best players. Kami Kabak was declared best goalkeeper. All of them were awarded with cash prizes of Rs.3,000 each accepting the best goalkeeper who was given Rs.2000.

A total of 26 teams participated in the tournament.

 

ANYA refutes ANYA claim

ITANAGAR, Oct 23: Reacting to a news item under the heading ‘ANYA demands resignation of CM’ published in this daily on October 23, the All Nyishi Youth Association (ANYA) under the president ship of Yumlam Achung described the demand of the CM resignation as baseless. ANYA led by Achung further demanded the state home department to strengthen the security and deal with prevailing law and order situation in Capital Complex with iron hand.

It said that Bamang Taji cannot use the name of ANYA as his team is unauthorized, undemocratic and derecognized.

It said that the interim committee headed by Yumlam Achung upheld the general body decision taken on March 16 last, will pursue the same and announced fresh general conference cum election of ANYA soon.

Association calls for ban on tobacco items

ITANAGAR: All Capital Complex Unemployed Youth Association has called on all wholesalers and retailers to ban all kind of tobacco in the capital complex.

Claiming that tobacco product spoils life of youth specially student communities, association urged everyone to come out and take step against tobacco product to make capital a tobacco free place.

 

Week-long prayers

ITANAGAR: Young Men’s Christian Association (YMCA), Arunachal unit along with National Council of YMCAs, India would conduct “Week Long prayers and World Fellowship Day” at Christian Revival Church, Ess Sector, Itanagar from Nov 13 to 19. The main objective of the week-long prayers is to mark the World Peace Day celebration which was started 136 years ago by World Wide YWCA & YMCA.

Rev (Dr) Roger Gaidkar, general secretary, National Council Churches of India will be delivering his speech on very day of the World Fellowship Day with a message for peace. Meanwhile, the YMCA also appealed to all the inter- denomination of different ecumenical Christian and individual believer to organize prayer for peace and national integrity in their respective churches during the Sunday devotional service on Nov 13.

ITANAGAR, Oct 23: The Turbung Daleng Society (TDS),a Non-Governmental Organization, has deeply mourned the sudden death of its member Tamar Padung of Ruksin on Oct 22.  He was 71 years old. The society termed the death a great loss to the society.

ITANAGAR: Papum Pare District Magistrate Pige Ligu has issued an executive order banning playing of dice or any other gambling, and sale of crackers during the ensuing Diwali Festival in view of prevailing law and order situation in capital complex and its adjoining areas. Violators of the order shall be dealt with as per law, according to the order.

 

Field day

ITANAGAR, Oct 23: A field day has been organized by the Krishi Vigyan Kendra, East Kameng on Oct 20 at New Sopung village of Bana CD Block. It was observed in connection with ongoing FLD programme on Quality Protein Maize (QPM) and soybean.

The farmers were shown the nodule formation for nitrogen fixation in root of pulse crop. Farmers put their queries to the scientists and extension functionaries and a good interaction was held at the field. Farmers were satisfied with the performance of the crops and all had shown their interest to grow the varieties and requested for providing the seeds especially of the QPM.

Earlier a meeting was held under the chairmanship of Dr. Sanjoy Borthakur, Programme Coordinator, KVK, East Kameng. He informed the farmers about KVKs activities and highlighted the advantages of growing QPM and high yielding varieties of soybean over local varieties.

Soumitra Goswami, ADO cum Deputy PD, ATMA, East Kameng district requested the farmers to utilize new technologies in farming.

Nyape Bam, SMS(Soil Science) spoke on integrated nutrient management while  Lai Degio and Nitom Sopung, two of the beneficiaries of the FLD progrmmes expressed their experiences regarding the crops.

Deepawali sans crackers and jhaandi-munda

Dear Editor,

The order of the District Magistrate, Capital Complex, dated 21st October, comes as a heart breaking news that this year’s Deepawali will be sans crackers and jhaandi-munda! Agreed that jhaandi-munda is prohibited but ban of crackers is very disheartening. Understood that the District Administration had issued this order in view of the current situation but I must like to add that metros like Mumbai, Delhi, Bangalore and other cities like Lucknow and Agra have been witness to nefarious terrorists attacks of late. Never was there any ban on celebration of festivals due to such attacks. Rather the people had stood back strong on its feet the very next day after such attacks. This is a symbolism of victory over everything that is evil. Deepawali is a festival which celebrates the very tenets of life.

It is understood that the Capital towns of Itanagar and Naharlagun is going through a situation but, i would like to put it this way: this Deepawali let us pray for harmony and peace amongst all the brethrens of the state and let us celebrate the spirit of Arunachal.

I know for a fact that the tribal people of Arunachal Pradesh does not look forward to any other festival with so much anticipation as they do for Deepawali. It is also the only festival where people from every religion come out and celebrate it. Also, the parents along with their children must have pre-planned their Deepawali programme long ago. So, my request is that the District Administration may atleast re-consider its cracker ban so that we all can celebrate a very-very happy Deepawali, indeed!

Christian contribution

Dear Editor,

I would like to reply shortly to Dominic’s letter on 18th October and by one Api on the 11th Oct. Incidents in the Capital complex. I am not writing this letter on behalf of any organization or Christian denomination, but on my own behalf.  

I personally look at the people like Domnic and Api as short sighted and one sided commentator. They forgot the positive contribution of the Christian towards the society for the tremendous changes in the socio economic life of the tribal people and to our community particularly. Their selfish political motive has blinded their eyes that even some believers were praying on that particular day and till today Churches are praying and fasting for the peace and harmony of the state. I also wonder if majority of the people in the Capital were not Christian imagine what would have happened on that fateful day. I deemed that there would have been even more violence than what happened on that day.

The society is presently undergoing political and social unrest and Christian throughout the state are praying and fasting for the peace and harmony of the state. Instead of praying and appealing for the peace and harmony, people like Dominic and Api, not knowing the actual fact, are dragging the name of Christian into present violence to ignite another form of violence.

Bible tells us that “Satan always wants the society to be disturbed and does not want to see peace and harmony” They always plan to divide the Community in the name of region, religion, community, and any forms of “ism”. The best way to overcome such temptation is to be patient and pray for them.

Therefore, this is my appeal to one and all to ignore such provocative comments “for they don’t know what they are doing” but continually pray for the peace and harmony of the state.

Please don’t fight

Dear Editor,

I would like to draw the attention of few politicians in Arunachal Pradesh, that they do not have the authority to make Arunachalees sufferer in any way. We mass have voted you to power so that you can look after the problems faced by us. Recently, we have seen lots of incidences of violence in state capital which seems to be the by-product of tug-of-war between and within the ruling Government. My dear sisters and brothers of Arunachal, let us use our concise and not allow anybody to make fool of us. We are intelligent enough to understand what is wrong and what is right.

As an Arunachalee, I want to suggest all Ministers and MLA in the Government not to harass common people. They should dedicate their service for the welfare of Arunachal Pradesh. It is always not wise to depend everything on Central Government especially when centre is not willing to resolve the issue.

Don’t fight. Be a True Arunachalee.

Don’t be confused

Dear Editor,

Apropos the news item published on October 23 issue of your daily under the heading “Proposed Chess Championship Opposed” in which it was alleged that the tournament is being organized without approval of All Arunachal Pradesh Chess Association (AAPCA) and Upper Subansiri District Chess Association is not affiliated to AAPCA which are not correct.

In this regard, I would like to clarify that the forthcoming state level chess championship scheduled at Daporijo from November 9 to 14  is being organized by AAPCA itself and Upper Subansiri District Chess Association is making all efforts for grand success of the championship.

I appeal one and all not to be misled and confused by such baseless and false propaganda.

A quality time

Dear Editor,

I would like to draw the attention of APPSC regarding the date sheet of Mains Examination. As we all know that APPSC is the only body left in our state that conducts the recruitment fairly and purely on the basis of merit, so, I would like to request the commission to conduct the Mains Examination atleast 5 months after the conduction of Prelims Examination. Our Commission has a syllabus at par with UPSC, plus includes a North-East section in almost all the subjects. The subjects are really vast and challenging; therefore, the chief requisite is the good amount of time for preparation. Even the UPSC gives 5 months time period for Mains Examination.

Previous examination had also given 5 months time period for Mains Examination, but still our Commission could break UPSC records by conducting all the processes within a year. So, it will be unjust for this batch if the exam is conducted in December. Moreover, half the candidate in this batch has written Mains in the previous batch. Therefore, to make the Examination more competitive, a quality time should be given so that it can be conducted in the same playing level for all the candidates, even for those appearing for the first time.

I also understand the fact that APPSC's schedule is really hectic. But since these posts are really challenging and demanding and requires efficient people for the same. Therefore, a quality time should be given to select well qualified people as followed by all the Commissions in our country, UPSC as well.

Power projects and Arunachal

Dear Editor,

This is apropos to a letter captioned “ Kebang versus Development” authored by Pashoney Lego and published in your daily on 18th 0ctober.

The written piece seems to be borne by a confused mind that has lost touch with traditions and failed short to connect with contemporary modernity as well. The general public consultative meeting held at Pessing, Jomlo Mobuk Circle on 14th and 15th October’ 2011 with regard to the now cancelled Public Hearing for Lower Siang Hydro Electric Project(LSHEP) fixed on 18th , 19th & 21st ‘ October’ 2011 was attended by the Adi Bogum Bokang Kebang(ABBK), Adi Bane Kebang(ABK), Adi Students Union(AdiSU) and the traumatized masses of Kaying, Kamba, Pushi Banggo, PAYWA(Paktu Banggo People), Nyiko, Siyom, Sirit, Magong, Beging, Nugong, Dogong, Yobu, Rotgong,Bogong, Padam Monggu Banggos & others who are going to be uprooted from their pristine lands where their ancestors and forefathers had settled down and evolved their native culture for generations even much before the advent of colonial Britishers in the early 19th century and not say of the Indian Independence just few decades back in the 1947, if ever the dam comes up in future.

The kebang was rightly organized by Adi Bogum Bokang Kebang(ABBK) which is the Supreme Traditional Council of Adis as per Adi customary rules & practices and which has the judicial authority to deal with pan- Adi customary rules on criminal and civil matters including community land matters. In reality, Bogum and Bokang are the names of two renowned forefathers from where Adi, Galo, Bori, Bokar, Pailibo, Ramo, etc people originated and even today Bogum Bokang is the Supreme Inter-Tribal Traditional Council of these tribes with extra-judicial powers on civil and criminal matters which the Higher Judiciary in India also recognizes. On the other side the Adi Baane Keba(ABK) is a welfare society of Adi people registered with the state government under The Societies Registration Act’ 1860 and it has no judicial authority to function on customary rules and practices.

The MOA executed between the state government and the Jaypee Arunachal Power Limitted (JAPL) for the construction LSHEP was surreptitiously done without taking Prior Information Consent (PIC) from the project affected people and in complete violation of the Right to protection of life and personal liberty (Art 21) & 6th Schedule of the Constitution and Provisions of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act’ 2006. Having fully ignored the dreaded and harmful impacts and fall outs of mega hydro projects, the LSHEP is being forced against will of the dam affected people of three Siang districts; and the downstream people of Assam. The LSHEP is being forced today upon the people by the very Nehru- Gandhi Scions ruled Union and State governments in utter disregard of the Late Prime Minister Pandit Jawaharlal Nehru’s Panchsheel for Tribal Development.

The LSHEP affected people have every moral, social, cultural and constitutional right to fight democratically for scrapping of such a disastrous project which is bound to annihilate millions by bringing smiles to few thousands.

Arunachal Pradesh can surely excel in hydro power sector by going for sustainable & constructive micro and medium projects but not by unbridled construction of suicidal, deadly & disastrous hydro power bombs called as mega hydro projects in this geologically and seismologically fragile land mass.

There is a gross misconception among so called younger generation about development of hydro projects by the private corporates and creation of job avenues. It must be clearly understood that, had the basic purpose of development of hydro power sector in this state been revenue creation and creation of job avenues other than the politico-corporate greed then all the hydro power projects should invariably be handed over to the government owned Public Sector Undertakings(PSU) like NHPC, NEEPCO, etc where the issues of job creation for project affected people, job security, etc can be ensured by the government since those being government entities itself. But the glaring fact is that more than 90% of the hydro project MOA’s are executed by the state government with private power developers like Reliance, Jaypee, Jindal,L&T,DS Group, etc which are deeply motivated by corporate greed. With the private corporate houses, the government will not be in a position to ensure job reservation for the project affected people plus there is complete lack of job security, etc since world over, the private corporate houses are largely infamous for job cutting to maximize their profits. Today, people across the globe from North America, South America, Europe, Australia are carrying out mass demonstration & protest against capitalism, corporate greed & wealth distribution disparity, unemployment, job insecurity, etc and there is need for the younger generation to get deeper insights in to these economic and social issues and become proactive.

The Siang flood of 11th June’ 2001 that wreaked havoc in the Siang districts and downstream at Assam was just a trailer of what would be the cataclysm if ever in future the 66 hydro projects are to come up only in the mighty Siang river and its tributaries for which MOA magic tune has already been choreographed. Any work wrongly termed as development project which is going to be deadly and disastrous for the people of Siang districts, Assam, West Bengal is truly anti-national, anti-mankind, anti-nature and need to be scrapped as per wishes of majority of the project affected people.

The construction of mega hydro projects especially the LSHEP in the mighty Siang River and its tributaries are going to be deadly and disastrous and every Arunachalee and Assamese, whosoever aspires for healthy, safety, security of lives of the people and sustainability of development should fight tooth and nail for scrapping of these mega hydro power bombs.

Mobile phones and its risk factor

 

Use of mobile phone does not develop greater risk to brain cancer, proves a recent research from Denmark. The study however calls for continuous follow up to ensure mobile users do not develop cancer over a longer term.

The risk mobiles present has been much debated over the past 20 years as use of the phones has soared. The latest study led by the Institute of Cancer Epistemology in Denmark looked at more than 350,000 people with mobile phones over an 18-year period.

Researchers concluded users were at no greater risk than anyone else of developing brain cancer.

But there has also been some research casting doubt on mobile phone safety, prompting the World Health Organization to warn that they could still be carcinogenic.

In doing so, the WHO put mobile phones in the same category as coffee, meaning a link could not be ruled out but could not be proved either.

The experts in health sector continue to advise that anyone under the age of 16 should use mobile phones only for essential purposes and keep all calls short.
